09 May 2022 - Parish Council: Councillors
12 councillors were present, apologies from Cllr Alford.  Cllrs Oxtoby and Graeme declared interests in payments.  Cllrs Oxtoby and Abraham were reelected as chairman and vice chairman.  Usual appointments to committees and outside bodies and council policy documents were approved.

Payments of £15,505 for May were agreed, including £1,801 for legal services in regard to Parish Office lease, £567 for firework display and £838 for work on Neighbourhood Plan.

The committee met on 27.4.22 but the minutes are not available.  Annual accounts for 2021/22 show revenue of £164,779 and expenditure of £169,304 with reserves still very high at £268,811.  Internal Auditor said they should look at the pay of their office staff as both have been at the top of their scales for some time and have had new duties.

Sevenoaks have increased the price of bundles of 25 garden waste sacks from £14 to £15, but now allow the parish council to sell them at up to £20 per bundle.  Council agreed to increase price from £15 to £16.

Crimes mentioned in May were: Theft from outside property (2 - Springcroft and Gorsewood Road); attempted theft of car (Church Road) and criminal damage to vehicle (Quaker's Close)

01 June 2022 - Life size mannequin of the Queen in Hartley village destroyed less than day after being put on display
Jubilee decorations at Hartley vandalised after only being up for a day.  Local WI had set up and dressed a mannequin of the Queen on a bench on Hartley Green with cut out corgis, wig was found in St Johns Lane, crown in New Ash Green.  Spokeswoman and majority of commenters blamed local kids, however some comments were unhappy at accusing children of vandalism without evidence.

The Amenities Committee of 30.5.22 decided against providing an additional container for the football club on cost grounds.  They said the main problem is that the club sometimes leave it unsecured, putting the cricket club's property at risk.  Also club had left gate to field unsecured on occasion.  Football club to be spoken to and if things don't improve council will ban them from using container.

(1) Shower pump in Home Changing Room repaired at cost of £619.  (2) Electrical repairs completed enabling them to get safety certificate.  (3) They amended and full council approved the new hiring licence, which will say if they want music they will have to pay for a performing rights society licence.

13 June 2022 - Amenities: Allotments
(1) Committee acknowledge they must fence land under terms of lease.  To spend £500 in removing damaged fence and its replacement.  Ivy to be permanently removed, as it is causing problems for the neighbour.  (2) Overgrown blackberry bushes on Larksfield boundary cut back by Kent Highways, but they say it is not their responsibility in future.  (3) Two allotment holders report thefts from their plots.  (4) Kent Parish Council association tell them they don't need any Covid enhanced cleaning now, so they voted to discontinue it.  (5) Sevenoaks have told them they need to make provision for waste disposal, so they have bought 26 trade waste sacks for £80, and have to pay a "duty of care" levy of £152.  They are looking for ways around this in future.  (6) Calor Gas have increased price from 83.5p to 90p per litre.  (7) They are looking at replacing strip lights with LED. (8) Legionella risk assessment found risk was low, they will review again in November 2023.  They are to continue with the water hygiene services at an unchanged price of £636 pa.

(1) Fallen and overhanging trees at Porchester Close to be dealt with by Sevenoaks Council. (2) Dead tree by Caxton Close car park made safe for £100.  (3) Council to pay NPC Tree Surgery £600 to cut back and crown lift to 5m all trees on green by Hoselands View.

Full council accepted committee recommendation to accept only quote of £9,880 from Mr G Pike for 2022/23.  This is less than last year because maintenance of goal posts has been removed from contract.

30 June 2022 - Commonwealth Games: Gravesend's batonbearers for Queen's Baton Relay announced
One of the baton runners in the borough will from Hartley, who will represent England in the para bowls.
