02 November 2022 - Early 2021 Census Results
The ONS has just published the first information about small areas.  The Middle Layer Super Output areas around here equate to the council wards - Hartley and Hodsoll Street, New Ash Green and Longfield and Southfleet.  //  Population  //  There has been a very significant increase in population of Longfield and Southfleet ward from 6,246 in 2011 to 6,837 in 2021.  Hartley and Hodsoll Street ward's population has increased by 97 from 5,835 to 5,932 but lack of development has meant New Ash Green has seen a decline in population from 6,165 to 6,074.

14 November 2022 - Parish Council: Councillors
All councillors except Cllr Penny Cole were in attendance as well as Cllr David Brazier (KCC).  Cllr Brazier said the county council would be starting another round of cost cutting.  No members of the public were there.  Cllr Oxtoby declared an interest in one of the payments.

14 November 2022 - Parish Council: Finance
Council want to employ a planning consultant at £550 per day for 10 days to comment on the draft Sevenoaks Plan (the planning meeting of 9 November said the purpose was to stop any further development in Hartley).  An additional £4,000 will be transferred from the General to Earmarked Reserve to cover the cost.  They voted to dispense with regulation to get quotes for the work, because they were happy with the work he'd done before.  They also authorised £2,000 to repair exterior woodwork at Manor Field Pavilion and £3,500 for repair to the safety surfacing of the roundabout at Woodland Avenue.  They hoped the latter two could be financed from Community Infrastructure Money rather than reserves.

West Kent Housing Association continue to speak to young people and take up their concerns where they congregate in Hartley, including Manor Field and Gorse Wood.

General Purposes Committee decide on a new website with .gov.uk extension created by Vision ICT for £2,755 and annual fee of £560.

14 November 2022 - Footpaths:
General Purposes Committee claim there is a footpath from Old Downs to Fawkham Valley Road and plan an application to amend the definitive map if they can get local people to support it.  At the full council meeting it was reported that Kent County Council had on record proof that no right of way could have existed 1995-2001 and 2008-2018 meaning there was little chance of claiming 20 years' usage as of right.  Council decided to drop the plan.

The council heard that Arriva are considering routing the 489 bus via Wellfield.

Council agree on a big increase in council tax for 2023/24 from £53.89 for a band D property to £62.50 due to increased expenditure leading to a projected deficit otherwise of £22,000.

They agreed to allow the allotment holders to organise a social event including fire pit, after hearing it was not a breach of terms.

14 November 2022 - Hartley Library:
Planning committee meeting of 9 November agreed to a disabled parking bay in Porchester Close, and heard that the Library had been added to the list of assets of community value, which would give the parish the right of first refusal to buy it if it became redundant.

Payments of £16,800 for November were agreed.  This included £500 for the chairman's allowance, £3,012 for quarterly grounds maintenance and £50 to mark out a football pitch.
