The Chase Estate

This mixed estate of 149 houses and flats is built on part of the site of the old Longfield Secondary School (later called Axton Chase school).

Longfield School opened in 1963 on a fairly generous 40 acres (16.2 ha) of land.  By the beginning of the 21st century, Kent County Council argued that the school was in poor repair and the layout no longer reflected modern teaching methods (KCC Planning Committee report 2009).   In 2005 they obtained outline planning consent to build houses on 15 acres (6 ha), largely on the footprint of the old school.  They renewed it in 2010 when it became clear it was in danger of expiring before vacation of the old school in 2011.  

It appears early plans included retaining the school's secondary access to St Mary's Way, but this was dropped following a petition from the residents of St Mary's Way, Oakwood Rise, and Dene Walk.  3¼ acres (1.3 ha) was retained for public open space, this was existing mature oak trees and copse and part of a sports pitch, which became a park.

As the site was in the green belt, planning was a little more complex.  The rules were that the footprint of the new houses should be no more and ideally less than the 9,130 sq m ground floor area of the existing buildings.  Also that the new buildings' height should not exceed the height of the existing school.  The planning department was satisfied the proposed development would have no greater visual impact.

Traffic was also a consideration.  A new roundabout was proposed for the entrance to the estate.  The council said the new estate would increase peak hour traffic at the Main Road/Hartley Road junction by 2.5% and at the Whitehill crossroads by 1.5%.  Although the two junctions were already over capacity then, the increase was deemed to be too small to warrant refusal.

One of the conditions imposed by the council was that 45 of the units (30%) be transferred to a Housing Association for affordable housing.  Actually the council had a policy that 50% of new housing developments in the "country" areas should be affordable, but officers felt this really only applied to small scale development.  Although the 30% requirement is met in the number of units, it is nothing like that in floor area.  The units for affordable housing are 1, 2, and 3 bedroom.  Those for private sale are 4 and 5 bedroom houses.  The transfer to the housing association had to take place before they were allowed to sell any of the private houses.  This occurred on 21 June 2012 when Moat Housing Association bought 1-11 Amphora Court, 1-11 Lucerna Court, 6-18 The Chase, 1-8 Parsons Close, and 1-2 Bradbrook Drive from the developers BDW Trading Limited for £500,000.  

The developers also had to make a contribution to Kent County Council for the additional costs on libraries and social services the new residents would bring.  But the council waived charging for extra schools provision.

As is common in modern estates the roads themselves are not adopted, which means the cost of their maintenance, together with the park land, falls on the residents.  Each unit, including the housing association owned ones, is subject to an annual maintenance charge which is enforced by a rentcharge.  When the houses were first sold in 2012 the annual charge was £160.  New owners also to inform the management company of the transfer of ownership and pay a fee of 0.025% of the property value (on a £600,000 home this would be £150).

The roads have been named after former Longfield School teachers (Bradbook Drive, Harrison Drive, and Parsons Close) and two of the houses of Langafel school (Chartwell Lane, Ightham Close).

(1) Description - this has mostly been drawn from sale adverts and observation from the road.  Names of properties are included if the road is not numbered or the name appears as well as the number in the offical Royal Mail address.  Changes of name and the date, where known, are also included here.

(2) Building History - the date of construction is sometimes approximate as it is based on the property appearing in the electoral register or the subject of a planning permission etc.
